Justification
Governor's Recommendations 2022-23

This issue adjusts the agencies' share of Human Resources Outsourcing appropriations in order to align the budget
authority granted with the assessments that must be paid by each agency to the Department of Management Services for
human resource management services. These adjustments are made in accordance with the rates provided in Specific
Appropriation 2819 in the Fiscal Year 2021-22 General Appropriations Act (Chapter 2021-36, Laws of Florida) and Section
38 of Chapter 2021-37, Laws of Florida (Implementing Bill).

The Governor's Budget Recommendation for Fiscal Year 2022-23 includes a technical issue to realign $106,728 of recurring
budget authority from fund source identifier (FSI) two and three in the Health Care Trust Fund to FSI one in the Health
Care Trust Fund. The Agency for Health Care Administration would like realign the budget authority based on the two
positions being transferred from the Executive Direction and Support Services budget entity to support the public records
increase. This realignment of budget authority causes a net zero effect.

$106,728 from the Medical Care Trust Fund to the Health Care Trust Fund to support two full-time positions. The Agency
for Health Care Administration would like to transfer these two positions to assist in the increasing public record
workload.
