Justification
Governor's Recommendations 2022-23

The Governor's Budget Recommendation for Fiscal Year 2022-23 includes a reduction of $260,000 recurring Operating Trust
Fund budget authority due to the consolidation of 2 district office locations. With the advent of an electronic filing
system, which eliminates the need for paper filing, and Zoom conference hearings, which decreases processing time for
cases and increases efficiencies, there is no longer a need for 17 individual district offices. The department is
proposing to close a total of 4 office locations in the span of 3 years, taking into consideration caseload and costs per
location (leases etc.). Statute currently requires the department to maintain 17 JCC offices, therefore, statutory change
is required.

This issue was included in the Division's Legislative Budget Request.

These estimated expenditures are operating appropriations authorized by the Legislature in the prior year General
Appropriations Act, adjusted for items vetoed by the Governor, appropriations based on contingencies that did not occur,
and appropriations provided in substantive bills that were passed in the 2021 Legislative Session. Substantive bills are
bills other than the General Appropriations Act.
